Greenwich withdraws its Circus Field events application

Greenwich Council has withdrawn its own application to vastly extend the commercial use of Circus Field on Blackheath after strong pressure from the three local amenity societies, several councillors and many local residents.

The news came from Greenwich leader Cllr Denise Hyland on January18, the deadline date the council had set for objections to its proposal. She said the decision had been made in response to the strong local objections and the Council will now make separate applications for each event it wants to consider for Circus Field.

Blackheath Society Chair Dame Helen Reeves, together with the Greenwich and Westcombe Societies, had written a joint letter to the Council, asking that the application for an open-ended premises licence to hold up to five extra events each year on Circus Field should be withdrawn.

The letter said the proposal would change the nature of the Heath, have a serious impact on the rights of residents to enjoy this amenity and argued that that the limited requirements needed to grant a premises licence would not provide sufficient protection for the Heath.

Instead, the three Societies said the application should be dealt with by a full council committee, which would have a wider remit than the licensing committee. This would also bring the Council's intentions to the attention of a wider audience, allowing societies and individuals to contribute to the debate.

Cllrs Cherry Parker and Geoffrey Brighty supported the societies’ objections. The letter said the societies were not opposed to events being held on the Heath, but that their members were expressing strongly-held concerns over its potential over-use, the possibility of environmental damage, the loss of its peaceful and natural environment and possible nuisance from noise and parking problems.

The public will still have a chance to question councillors from Greenwich and Lewisham Councils on the use of the Heath next month when the Blackheath Joint Working Party holds its annual public meeting at 7.30pm on Tuesday 16 February in the Bakehouse Theatre behind the Age Exchange building in the centre of Blackheath Village.

The BJWP was set up by Greenwich and Lewisham Councils in 1988 as a consultative body to advise them on management and use of the Heath. Its members include councillors from both boroughs and representatives from the Blackheath, Greenwich and Westcombe Societies.
